About the company

We don't just process documents — we legalize your life and business in Ukraine. Since 2014, the SOLVERS team has grown from a small practice to a systematic company that solves the most complex migration issues on a turnkey basis.

Why 98% of our clients recommend us:

  • Accuracy that saves time. We know the requirements of the State Migration Service down to the last comma. Your documents will be accepted the first time around.
  • Absolute privacy. We work with IT businesses and investors, so data protection is our number one priority.
  • Financial honesty. You can clearly see how much the lawyer's services cost and how much the state fees are. The price is fixed in the contract.

By choosing SOLVERS, you get a partner who is always on your side. Achieve your goals and leave the bureaucracy to us.

Our values: Why SOLVERS is more than just a law firm

We have changed the rules of the game in the migration services market by combining legal expertise with IT-level service. Here are the three pillars on which your safety and comfort rest:

SOLVERS philosophy: We don't just advise, we solve

We don't leave our clients alone with complex legislation. Our goal is not the process for the sake of the process, but the final result: the document obtained, successful relocation, legal status. We use 10 years of experience and knowledge from thousands of cases to find a way out where others see a dead end.

Proof in practice:

  • 1000+ successful cases for clients from all over the world.
  • Professional expertise since 2014 — we know the evolution of every law.
  • Guaranteed results: we only take on cases we can win, or we return your money.

Radical simplicity: Bureaucracy is our concern, not yours

We understand the value of your time. That is why we have transformed complex migration procedures into the most convenient service for you. Minimal involvement on your part, no queues, clear language without legal jargon. You take care of your business or your life while we take care of the paperwork.

Proof in practice:

  • Speed: Documents are processed in 5-12 business days.
  • Comfort: You only need to be present once — for the final signature/scanning.
  • VIP support: Our lawyers accompany you to government agencies — no queues and no stress.

Transparency as the foundation of trust

No hidden fees, “asterisks” in the contract, or unexpected additional payments. We build relationships based on honesty: you know the final cost, real deadlines, and possible risks from the outset. We operate exclusively within the legal framework, guaranteeing the security of your status in the future.

Proof in practice:

  • Fixed price: The amount in the contract does not change during the process.
  • Honest estimate: Clear division between the cost of legal services and official state fees.
  • 100% legality: Official work in compliance with regulations.

Legalization of foreigners in Ukraine?

Preparing documents for foreigners is a complex process with numerous legal nuances, deadlines, and requirements. We provide full support at all stages so that you or your employee can officially work and live in Ukraine without any unnecessary hassle.

Temporary residence permit

Your key to freedom in Ukraine. No visas, borders, or 90/180 restrictions.

Obtaining a residence permit is more than just a plastic card. It is your legal status, security, and the opportunity to build a life in Ukraine without counting the days on the calendar. We turn a complicated visit to the Migration Service into “VIP support.”

Who needs it?

We issue TRPs for all legal categories of foreigners:

Business and IT: Employees (Work Permit), Gig Specialists (Diia City), Investors.

Family: Family reunification (marriage to a Ukrainian citizen or a foreigner with a residence permit).

Mission: Volunteers (D-10 visa) and employees of non-governmental organizations (NGOs)

What the process looks like (4 steps)

  • Audit (Day 1): You send us a photo of your passport. We check your eligibility and visa history.
  • Preparation (Days 2-3): We do notarized translations, get you medical insurance (with war risk coverage), and get your applications ready.
  • Submission (Day 4): We meet at the DMS. A lawyer guides you through a separate queue (if possible) or by appointment. Fingerprint and photo scanning.
  • Result (Days 15-20): You receive an SMS notification that your documents are ready. We pick up your ID card together.

Official fees include: expedited administrative fee of the State Migration Service (~1800 UAH), cost of the form, and comprehensive medical insurance for 1 year (~3500 UAH), which meets the requirements of the law.

Registration of residence

Please note: After receiving your card, you have exactly 30 days to register your place of residence. Failure to meet this deadline will result in fines and the risk of your permit being revoked.

  • Problem: Landlords often refuse to register foreigners.
  • SOLVERS solution: We provide a verified legal address (without “mass registration”) and accompany you through the procedure at the Administrative Services Center.
  • Cost: 10,450 UAH (includes address rental for 1 year + state fee + lawyer services).

Type D visa (D-Visa)

If you are abroad, in order to obtain a temporary residence permit for the first time (except for citizens of visa-free countries such as Azerbaijan, Georgia, Moldova, etc.), you must obtain a long-term D visa at the Ukrainian consulate.

  • Cost of visa assistance: from 4,000 UAH.

Work permit

Insider info: 2026: The “10 minimum wages” requirement has been abolished.

Your benefit: You can now legally hire foreigners with a salary starting at 8,647 UAH (minimum wage as of January 1, 2026). The barrier for small businesses has been removed.

What we do (Employee Transfer Procedure): The permit cannot be “transferred.” We synchronize the process:

  • Cancellation of the permit from the previous employer.
  • Formalization of dismissal.
  • Application for a new permit without losing legal residence status.

Official state fees (2026):

  • 6 months – 1 year: UAH 16,640.
  • 1 – 2 years: UAH 26,624.
  • 2 – 3 years: UAH 33,280 (best ROI).

Diia City Gig Contracts

Insider info: “Offshore within the country” without a work permit.

Main perk: Under martial law, foreign gig specialists are exempt from obtaining a work permit. This saves you up to UAH 33,000 in state fees and 7 days of waiting.

Tax haven:

  • PIT: 5%
  • Military tax: 1.5%
  • ESV: Only 22% of the minimum wage (UAH 1,902.34), even with an income of $5,000.

SOLVERS' role: We develop a gig contract architecture that protects the company's IP rights and contains effective NDA/NCA clauses, preventing the risk of reclassification as an employment relationship.

PRP (Permanent residence permit) through Investment

Ukrainian “Golden Visa”: $100,000 as a ticket to the future.

Important: Buying an apartment as an individual does NOT give you the right to permanent residence.

The only working model as a recommendation from SOLVERS:

  • LLC registration: You establish a Ukrainian company.
  • Investment: You contribute $100,000 as authorized capital (Source of Funds check is mandatory; crypto must be converted to fiat).
  • Asset: The company purchases real estate.
  • Status: You receive permanent residence with the right to citizenship after 5 years.
    Permanent residence permit

Volunteer Visa (Volunteer Visa D-10 & Waiver)

Humanitarian access and simplified procedures.

Bill No. 13071 (Visa Waiver): We are actively working on the 2026 innovation, which allows volunteers from visa countries to obtain a Temporary Stay Permit without leaving the country to obtain a D visa, provided they cooperate with accredited organizations.

Our protection (Due Diligence): We check the host NGO (Non-Governmental Organization). If the organization has debts or is not listed in the National Social Service database, you will be deported. We guarantee the validity of the invitation.

FAQs

Has the requirement for foreigners to earn 10 minimum wages really been abolished?

Yes, this is one of the most important deregulatory reforms. In 2026, the requirement to pay foreigners (except for special categories) a salary equal to 10 minimum wages will be abolished.

Now you can officially hire foreign specialists on general terms with a salary not lower than the usual minimum, which from January 1, 2026, is UAH 8,647. This is a revolutionary change that reduces the monthly tax burden on employers by more than 10 times and opens the door to legal employment not only for top managers, but also for technical staff and middle managers.

How much does it cost to obtain a work permit in 2026?

We adhere to a policy of complete transparency. The cost consists of two parts: the official state fee and the cost of SOLVERS' services for comprehensive legal support.

The state fee is tied to the minimum subsistence level (MSL = UAH 3,328) and in 2026 ranges from UAH 16,640 to UAH 33,280, depending on the validity period of the permit.

What is an “Employee Transfer” and why can't I just transfer an employee?

In Ukraine, a work permit is tied to a specific employer. Legally, the concept of “automatic transfer” of a permit does not exist. If you want to hire a foreigner who already works for another company in Ukraine, you must go through the re-registration procedure:

Cancellation of the permit - Dismissal of the employee - New permit.

Risk: The main danger is the “gap” in dates when the old permit has already been canceled and the new one has not yet been issued. During this period, the foreigner may lose their legal grounds for staying.

SOLVERS' solution: We carry out a synchronized transfer procedure, ensuring the continuity of legal status.

How long does it actually take to obtain a permit?

The law establishes a processing period of seven business days for permits. However, we are operating under martial law, when air raid alerts and disruptions in the work of registries can affect logistics.

We always allow for a realistic buffer: 10-12 working days from the moment we receive the full set of documents to the issuance of the permit form. We use this time to carefully check the documents in order to minimize the risk of rejection and return for revision.

Do I need to obtain a work permit for an IT specialist in Dnipro City?

No, and this is a key advantage of the regime. According to the legislation on Diya City, foreign specialists who enter into a gig contract with a Diya City resident are exempt from the obligation to obtain a work permit.

This gives you double savings:

Financial: You do not pay the state fee (16,640 - 33,280 UAH).

Time: You can onboard a specialist instantly, without waiting for a decision from the Employment Center.

Moreover, a signed GIG contract is an independent basis for obtaining a temporary residence permit (TRP). We provide full support, including registration with the State Migration Service, preparation of documents, and presence during submission.

What taxes does a foreign GIG specialist pay?

City offers one of the most competitive tax regimes in Europe:

  • Personal income tax: 5% (instead of the standard 18%);
  • Military tax: 1.5% (base rate effective as of early 2026, we monitor changes);
  • Single social contribution: paid by the company at a rate of 22% of the minimum wage, not actual income. This means that even with a salary of $5,000, the ESV tax burden will only be UAH 1,902 (22% of UAH 8,647).

This makes Ukraine an ideal hub for R&D centers, even in the face of security challenges.

How does a GIG contract differ from an individual entrepreneur for a foreigner?

A GIG contract is a safer and more modern tool.

  • Risks of self-employment: Working as a foreigner through self-employment often carries the risks of hidden employment relationships and difficulties with banking compliance when withdrawing funds. Also, opening a self-employment business requires a tax address and complex reporting.
  • Advantages of a GIG contract: This is a hybrid form that combines the flexibility of freelancing (no strict schedule) with social guarantees (paid vacation, sick leave). A GIG contract allows for the inclusion of NDA (non-disclosure) and NCA (non-competition) clauses, which are enforceable in Ukrainian courts, unlike contracts with sole proprietorships. SOLVERS helps develop a GIG contract architecture that protects the company's IP rights.
Does buying an apartment give the right to permanent residence in Ukraine?

This is the most common myth. Direct purchase of real estate by a foreign individual does NOT entitle them to obtain a permanent residence permit (PRP).

The law requires a “foreign investment in the Ukrainian economy” of at least $100,000.

The only reliable legal model recommended by SOLVERS is as follows:

  • Registration of a Ukrainian company (LLC) with a foreigner as the founder.
  • Contribution of $100,000 to the authorized capital (investment).
  • Purchase of real estate or assets already on the company's balance sheet.

Only this procedure is recognized by the State Migration Service as a basis for immigration.

How to pass financial monitoring and is it possible to invest currency?

In 2026, banking compliance is the main barrier for investors.

  • Crypto is not Fiat: Ukrainian banks and the State Migration Service do not accept direct transfers of crypto assets as proof of investment. You need to convert your funds into fiat currency (USD/EUR) abroad and transfer them through the banking system (SWIFT/SEPA).
  • Source of Funds: You must document the legality of the origin of the funds (tax returns, asset sale agreements, dividends).
SOLVERS conducts a pre-clearance procedure with the bank prior to the transaction to ensure that you receive a special investment certificate, without which it is impossible to apply for permanent residence.
How long does it take to obtain an investment permanent residence permit?

The process of obtaining an immigration permit involves thorough checks by the Security Service of Ukraine, Interpol, and the border service. The standard processing time is up to 6 months.

However, you do not have to wait abroad. We can simultaneously arrange a temporary residence permit for you (through employment in your own company) in 15-20 days. This will allow you to legally live in Ukraine, run your business, and await the final decision on permanent residence.

Will volunteers need a visa in 2026?

Thanks to Bill No. 13071 and other initiatives, the regime for volunteers has been significantly liberalized.1 For citizens of many countries, the requirement to obtain a long-term D visa at the consulate has been abolished if they come at the invitation of accredited organizations.

However, the status of the host organization is critical. It must not only be registered, but also have no tax debts and be included in the “white lists” of the National Social Service. SOLVERS conducts due diligence (audit) of the volunteer organization before you arrive to avoid deportation or refusal of entry.

How does medical insurance and war risk coverage work?

Standard travel insurance is not sufficient for entry into Ukraine. The law requires a policy that covers medical treatment, but the reality is that protection against war risks is also necessary.

Most standard policies have exclusion clauses for events related to war. We work with providers who offer specialized products that cover injuries resulting from combat operations, rocket attacks, and falling debris. The cost of such a policy for one year is approximately 3,500-5,000 UAH. This is not just a requirement for crossing the border; it is your real safety.

Fill out the form and we will advise you on how to get a legalization of foreigners in Ukraine!

When applying for child benefits in European Union countries (for example, Kindergeld or Bürgergeld in Germany, 500+ / 800+ in Poland, benefits from the Sozialamt or social welfare agencies in Austria, the Czech Republic, and Switzerland), local authorities strictly adhere to the principle of avoiding double social benefits.Foreign social services require official confirmation that parents are not receiving similar child benefits, assistance for single mothers, or other social benefits from the Ukrainian government. The desire to protect important documents from moisture, dirt, or wear and tear is entirely understandable. For many years, sealing paper documents in thick plastic film was considered in Ukraine to be practically the best way to preserve a family archive. However, from the perspective of international and domestic law, laminating documents constitutes a serious violation that effectively renders them legally invalid. This problem becomes particularly acute when citizens travel abroad. Applying for a residence permit, registering a marriage, proving family ties to claim an inheritance, or initiating repatriation proceedings in EU countries, the U.S., or Canada is immediately blocked if ...
